Ever since Osama's death, India has been conscious of its silence, yet diplomatically it looks like India's stand against international terrorism has been vindicated especially against Pakistan. But India's fight against terrorism is far from over given its internal turmoil and chaos at Home, that could be the reason why India's polity seems to be silent or rather making less noise.
there is a trust deficit with in the political parties of India when it comes to taking decision on formulating military and foreign policy, while India continues to accuse Pakistan on abetting terrorism on the other hand India has been rather shy in addressing the root causes of terrorism and dealing it politically via its foreign policy. the ghost of communalism and partition still haunts the nationalists in India, this has compounded exponentially with the rise of Islamic extremism in Kashmir and violence unlished by elements supported by Pakistan ever since the demolition of Babri masjid.
for India to grab this unprecendented success of Osama's killing , it should get the polity inline with a single policy on reforming its outdated secular laws by replacing personal law or Hindu law and reform it with a clear cut demarcation between church and state, secondly it should enhance its cooperation with major powers like US and Russia with increased military cooperation and intelligence sharing.
Question of Nuclear non proliferation:-
Increasing efforts must be made on the area of nuclear non proliferation so as to ensure that nuclear weapons making technology does not fall into rouge hands, this issue becomes a priority as a nuclear armed pakistan has a made a mess of regional security due to its poser to the world with a tag of "Nuclear power" yet its (Pakistan's ) soil became a breeding ground of terrorists.
all these accounts remind us that the so called globalised world is not just a combination of commerce and technology , but it is the era of ensuring regional and global security against extremism and fundamentalism, given all these facts India's silence post Osama's death is a welcome sign!
